Fix CPUs not running at full capacity on Windows 10

CPUs are designed to power your computer to run at full capacity when there is a heavy load (like playing a game) and at a very low speed when there is little load on your computer. When your computer's CPUs aren't running at full capacity and are subjected to a heavy computing task, it's not to be neglected. This mainly happens because your CPUs on your computer are sometimes set to less than 100% in the Maximum Processor Status option. Check for the fixes to solve the problem, but don't forget to try these initial workarounds before proceeding.

First Workarounds-

1. Reboot your computer and after the reboot, do a heavy task (e.g. open a video game) and check if the CPUs are running at full speed.
2. Check if your computer has a pending Windows update. After updating your Windows, check if your problem is solved or not.
3. Run a full scan of your system for malware and viruses. After scanning, restart your computer and check if the CPUs are running at full speed.
4. If you experience this problem on a laptop, turn off the sleep mode . Once disabled, the CPUs on your laptop should be running at full capacity.

If the problem still persists, go to the Fixes-

Fix-1 Set maximum processor state to 100%

Sometimes it can happen that the maximum processor status of your computer's CPUs is set to less than 100%. To set the maximum processor status to 100%, follow these steps-

1. Press Windows Key+R to start Run , copy and paste the following and press Enter:

control.exe powercfg.cpl,,3

2. Now in the Power Options window, scroll down and expand " Processor Power Management " and then " Maximum Processor Status ".

3. Click on the box next to " Settings " and set the value to " 100 ".

4. After that, expand the " System Cooling Policy " just above the "Maximum Processor Status".

5. Click on " Settings " to expand it and set it as " Active ".

6. Finally, click " Apply " and " OK " to save the changes.

Reboot your computer and try to perform some heavy task on your computer.

Check whether the CPUs are working at full capacity or not. If the problem persists, go to the next solution.

Fix-2 Disable intelppm registry in registry editor

You can set your CPU to always run at full capacity by changing the value of the "Startup" key of the "Intelppm" registry. To change the value of the "Start" button, follow these steps-

1. First, press the Windows key on your keyboard and then type " registration ".

2. Then click " Registry Editor " in the search result.

The Registry Editor window will open.

3. In the left pane of Registry Editor, navigate to this location-

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm

4. Now in the right pane , double click on " Start ".

5. Set the value data to " 4 ". Click OK to change the registry value.

Reboot your computer and check whether the CPU is working at full capacity or not. If the same problem occurs again, go to the next solution.

Fix-3 Disabling/Updating Intel Power Management Driver

Your CPU runs at low RPM under low CPU usage (e.g. This system is controlled by Intel Power Management Driver. You can disable Intel Power Management Driver by following these steps-

1. Click Windows icon and click " Power " icon. Press Shift and then click Restart . Your computer will boot into troubleshooting mode.

2. Now click on " Troubleshoot " and then go to " Advanced Option ".

3. Finally, click on " Command Prompt ".

4. Copy and paste this command and press Enter to go to the C:\Windows\System32\driver directory .

clean intelppm.sys intelppm.sys.bak


Start your computer on Windows 10. Check whether the CPUs are working at full capacity or not. Your problem should be resolved.
