Device Manager is a utility that allows you to manage all your devices on your computer from one place. If you can't access Device Manager on your computer because it's locked by an administrator, just follow these simple steps and you'll be back to using Device Manager.
But before proceeding with the main fix, we strongly recommend that you create a restore point for your system. In case something goes wrong, you can easily roll back your computer to the same point. If you don't know how to create a restore point, please read how to create a restore point in Windows 10.
